 Amendments to IMSBC Code
 

-The amendments to the IMSBC code include new individual cargo schedules and revisions to existing ones. Four solid bulk cargoes for which a fixed gas fire-extinguishing system may be exempted have been identified and added to the list published by the IMO as MSC.1/Circ.1395/Rev.3.

-A new Section 14 has been added to 

to the IMSBC Code.

The Section 14 addresses the management of cargo residues Hazardous to the Marine Environment (HME) from ships under MARPOL Regulations. 

Masters are encouraged by the IMO to report alleged inadequacies of port reception facilities using the format given in MEPC.1/Circ.834/Rev.1.

Required EEDI. Reg.21 of MARPOL Annex VI is revised by imposing a 20% offset to the EEDI reference line parameters for the Ro-Ro Cargo and Ro-Ro Passenger Ship types. A constant threshold value for Ro-Ro Cargo Ships of 17,000 DWT, and above, and for Ro-Ro Passenger Ships of 10,000 DWT, and above.

The revised bunker delivery note (BDN) will replace the current supplier’s declaration and introduce a ‘selection box’ for the ‘purchaser’s specified limit value’ of the sulphur content. To avoid any ambiguities during PSC inspections or IAPP surveys, make crew aware of the new requirements in order to ensure that the BDNs issued on or after the entry date comply with the new format.

Amendments to MARPOL Annex VI Reg.13
-  Amendments to regulation 13.6 of MARPOL Annex VI to designate the Baltic Sea and the North Sea as NOx emission control area
-New ships  will be required to have Tier III engines
-  Amendments to regulation 13.5 of MARPOL Annex VI to temporarily exempt ships equipped with dual fuel engines or Tier II NOx compliant engines from compliance with the NOx Tier III emission limits, when they navigate immediately following building in a NOx ECA or are repaired or maintained at the shipyard located inside NOx ECA.

There will be a prohibition of sewage discharge from new passenger ships (as defined in MEPC.274(69)) within the Baltic Sea special area, unless the ship has an approved sewage treatment plant in operation that meets the applicable additional effluent standards for nitrogen and phosphorus in accordance with the resolutions MEPC.227(64) and MEPC.284(70).

Maritime Labour Convention
 
 

2016 Amendments to the Maritime Labour Convention, 2006

 ILO has prepared amendments to the MLC 2006 with regards to:

Regulation 4.3 - Health and safety protection and accident prevention

The intention is to eliminate shipboard harassment and bullying by including relevant provisions in the Code of the MLC 2006.

Regulation 5.1 - Flag State responsibilities
The amendment will now allow an extension of not more than five months of the validity of the Maritime Labour Certificate issued for ships. This will apply in cases where the renewal inspection has been successfully completed, but a new certificate cannot immediately be issued to the ship e.g. where the flag Administration issues the full term certificate.
